providing for the composition, chair, and staffing of the Advisory Board; prohibiting a member of the Advisory Board from receiving certain compensation, but authorizing the reimbursement of certain expenses; requiring the Advisory Board, in consultation with the Department, to identify a principal investigator for the Program; requiring the Advisory Board, in consultation with the Department, to develop a certain Request for Proposals, select certain partners for the Program, and establish a Pilot Program Implementation Team;
